What is JOL?
How the JOL Process Works
Hosted within the Learning & Development Hub on Resilience Direct (RD), Joint Organisational Learning (JOL) is the national platform for capturing, assessing and sharing multi-agency learning. JOL provides a structured and transparent process that helps identify lessons and notable practice with national relevance, ensuring valuable learning is shared across organisational boundaries to improve interoperability, enhance emergency response and strengthen national resilience.
The process begins when a JOL Single Point of Contact (SPoC) submits learning through the JOL Online gateway. Each submission is assessed against the national threshold criteria, including multi-agency relevance, national applicability, supporting evidence and the identification of an actionable solution. Submissions that do not meet the required standard may be returned for further information or closed with a recorded rationale.
Where the threshold is met, the submission progresses through detailed analysis before being reviewed by the JOL Working Group (or Counter Terrorism Working Group where applicable). The outcome may be publication as national learning, a request for further development, closure, or escalation for national action.

JOL is available to registered users across the responder community who wish to access published learning, search for relevant lessons and keep up to date with emerging national themes.

JOL SPoCs play a vital role in maintaining the quality and effectiveness of the national learning system. SPoCs are responsible for assessing learning locally, ensuring submissions meet the national threshold, and acting as the primary liaison between their organisation and the National JESIP Team.
